Although the state has a plan for the pandemic, each community, and each town needs to be prepared and have a plan. During the pandemic, each town needs to be able operate and deal with its population independently. This means that each town needs to have the resources, workers and plans for such an event. Studying what was done during the 1918 pandemic and what did and did not work may be a good starting point for the formation of plans and anticipation of public behavior in response to the pandemic.
