II. Call to Order at 9:05 p.m.
III. Approval of the minutes: Minutes approved.
IV. Officer Reports:
· Ryan: Talked to Hoffa about the career publication, and it is now pending. College Council will change fraternity policy on Wednesday.
· Dave: One more meeting next week, will approve Fall club budgets next Monday. Avery Armour has been removed from the Senate.
· Ian: Budgets are satisfactory except in the case of BSU $136,000 in club budgets and $47,000 in discretionary.
IV. Announcements
· Justin: Senate elections tomorrow.
· Ian: Amherst Idol will be coming soon
· Erica: Working on getting campus maps at all bus stops. Hampshire is putting on racism workshop; Amherst students are invited to attend.
· Avi: Proposal to change Valentine policy; extend hours later. Treasurer will implement this before the next school year if approved.
V. Special Orders
· Constitutional Amendment
o Motion to change wording to “Judiciary Council which” from “Judiciary Council Chair”
o Motion to strike the last two sentences and replace with words “make non-binding”
o Motion to replace “AAS” to “student body”
o Motions passed.
o Motion to strike “10% of each class”
1. It doesn’t matter how many ppl approve of in each class, when the whole school votes it down.
2. 40 ppl from each class is not very many, and it is easy to get their signatures
o Motion failed.
o Motion to 10% of students on campus as defined by the registrar’s office
o Motion failed.
o Motion to pass the amendment in these words: Any member of the student body in good standing shall be allowed to bring any question or amendment to referendum once it is signed by at least 10% of each class of the Student Body. Before obtaining any signatures from the student body, they must bring their referendum to the Judicial Council which will review its wording and make non-binding suggestions within one week.
o Motion passes.
VI. New Business
- Gabe will come up with comprehensive list of Senate Orders.
- Motion to make Senators sit in the first 3 rows to avoid issues with noise.
- Motion fails.
- Motion to make BC not fund food in Senate Orders.
- This is poor timing; this Senator Order came after the submission of club budgets.
- Motion fails.
- Motion to have Senate approval for Ryan to approach faculty with proposed plan about scrutiny evaluations.
- Motion passed.
- Proposal to limit 5-college access to Frost Library computers.
- Motion for Senate approval to support Ryan Park to make proposal to restrict the number of 5-college guests who log into Amherst College computers.
- Could be retaliation from other 4 colleges
- Smith and UMass already have restricted access; it is a matter of principle that Amherst computers should be for Amherst students only
- Motion fails.
- Mike Simmons: Motion to purchase Shadows and Whispers for the library to raise student awareness about North Korea.
- Motion to table.
- Motion passed.
- Motion for any bylaw or constitutional amendment in Senate orders to be approved by the JC before they are brought before the Senate.
- Motion approved.
- Junior class is sponsoring “Dog Day.” Motion to have $10 for publicity.
- Motion passes.
- Ryan S: Discussing option to open committees to student bodies at large, instead of just Senators. Including, Dining Services, Priorities and resources, Admissions and Financial Aid, Committee and Discipline, Physical Education, IT policy, Trusteeship, MLK committee. These students would be elected as regular positions would be elected. Senators would not be able to run for these positions. Opening up to student body at large will attract students with committed interest, as opposed to Senators who don’t. Also, 5 students should serve on JC.
- RS’s response to Matt V’s prior amendment: the Senators on the committee would be reporting to the Senate anyway. The committees that don’t have Senators shouldn’t be reporting back to Senate anyway (e.g. Disciplinary Committee info is confidential).
- RP: shouldn’t restrict anyone from running for at large positions.
- Avi: Committees welcome anyone who wants to contribute ideas.
- Motion to table issue.
- Motion passes (email JC comments).
